Assembly Floor Action: Juvenile Crime: Passed and sent to the Senate on a 47-19 vote a bill (AB 2193) by Assemblyman Curtis Tucker Jr. (D-Inglewood) to allow the early release of minors from overcrowded juvenile halls if their offenses do not involve violence, weapons or the sale of drugs. Job Technology: Passed and sent to the Senate on a 58-2 vote a bill (AB 898) by Assemblyman Rusty Areias (D-Los Banos) to set up a state educational technology commission to develop a master plan so students can pursue college degree programs designed for the job market of the 1990s and beyond. Bill Introductions: China Turmoil: ACR 83 by Assemblyman Tom Hayden (D-Santa Monica) urges California colleges and universities to provide tuition waivers, counseling and other assistance to Chinese students who fear returning to their strife-torn country. Senate Floor Action: Law Enforcement: Passed and sent to the Assembly on a 22-12 vote a bill (SB 533) by Sen. Art Torres (D-Los Angeles) to allow counties to form special districts and place a one-cent sales tax increase on the election ballot to finance increased law-enforcement services. Parole Offices: Passed and sent to the Assembly on a 23-3 vote a bill (SB 199) by Sen. Joseph B. Montoya (D-Whittier) to generally prohibit the establishment of parole offices within 500 yards of schools or parks to avoid the congregation of prison parolees in the vicinity of children. Gangs: Passed and sent to the Assembly on a 27-1 vote a bill (SB 653) by Sen. Art Torres (D-Los Angeles) to appropriate $75,000 for a study of counseling programs now available to gang-prone students in the public schools. A report with recommendations would be made to the Legislature. Insurance Fraud: Passed and sent to the Assembly on a 37-0 vote a bill (SB 1405) by Sen. Daniel E. Boatwright (D-Concord) to increase the potential penalties for people who try to defraud insurance companies. English Only: Passed and sent to the Assembly on a 25-2 vote a bill (SB 1454) by Sen. Milton Marks (D-San Francisco) to prohibit private employers from requiring employees to speak only English on the job unless the rule can be justified by business necessity. Minorities: Rejected on an 18-15 vote a bill (SB 1010) by Sen. Diane Watson (D-Los Angeles) to allow state agencies to give supplemental Civil Service examinations to increase the number of qualified minorities, women and disabled people on hiring lists. Twenty-one yes votes required for approval. Reconsideration granted. Document Fees: Passed and sent to the Assembly on a 37-0 vote a bill (SB 291) by Sen. Bill Greene (D-Los Angeles) to increase the fees for filing various corporation documents with the secretary of state’s office. Bill Introductions: U.S. Flag: SJR 38 by Sen. Cecil N. Green (D-Norwalk) asks Congress and the President to support and enact a constitutional amendment upholding state or federal laws prohibiting the desecration and burning of the U.S. flag.
