Montoya (D-Whittier) to generally prohibit the establishment of parole offices within 500 yards of schools or parks to avoid the congregation of prison parolees in the vicinity of children. Milton Marks (D-San Francisco) to prohibit private employers from requiring employees to speak only English on the job unless the rule can be justified by business necessity. Minorities: Rejected on an 18-15 vote a bill (SB 1010) by Sen. Diane Watson (D-Los Angeles) to allow state agencies to give supplemental Civil Service examinations to increase the number of qualified minorities, women and disabled people on hiring lists.
