Contractors Rip Pentagon Rules: Unnecessary Pentagon specifications have wasted taxpayers’ dollars, witnesses told the Senate Governmental Affairs subcommittee on oversight of government management. Contractors said strict Pentagon specifications for commercially available products, along with excessive requirements, have made them less than willing to deal with the Defense Department. Robert Rossow III of Midland Brake Inc., of Owosso, Mich., said one Pentagon overspecification required him to package a 5-cent brake system repair part in a plastic bag, a box wrapped in plastic and then another box, at a cost of $2.
