Local News in Brief : Garden Grove : Officer Rick Wagner Honored by Department

The recipient of the Donald Reed Award for Officer of the Year in the Garden Grove Police Department is Officer Rick Wagner, a city spokesman said.
The department’s Michael Rainford Award for Rookie of the Year was given to Officer Todd Elgin.
Other 1988 Police Department awards for outstanding service went to investigators Ben Sanchez and David Kivler for investigators of the year, and Sgt. Randy Tucker was the recipient of the Myron Trapp Award for Sergeant of the Year.
The Andy Reese Award for Reserve Officer of the Year went to Dave Loder, while the Career Service Award was given to Lt. Stuart Finkelstein and Officer Paul Hartman.
The recipients of the Citizen of the Year Award were Clancy Smith and Betty Hamilton.
