State Sen. John Garamendi (D-Walnut Grove) has established an exploratory campaign committee for the office of state controller. The legislator said he wants to be ready in the event incumbent Gray Davis decides to run for governor next year. If Davis decides to seek another term as controller, Garamendi said he will not mount a challenge. Davis defeated Garamendi in 1986 when the two ran for controller in the Democratic primary.
