Lithuania published a draft constitution giving it the right to veto laws passed in Moscow and an increased political role for non-Communist Party organizations, according to reports reaching Moscow. The draft was published in the Baltic republic’s press for public discussion. It is to be put before Lithuania’s Parliament in July, the reports said. It gives the republic’s government the right to check whether laws and decrees issued in Moscow correspond to the republic’s constitution and if not, to veto them, the reports said.
