* George P. Shultz, 68, former secretary of state, has been elected to the board of Chevron Corp., San Francisco. Separately, Bechtel Group, also of San Francisco, announced that Shultz rejoined the company on a part-time basis as a member of its outside board of counselors. Shultz was president of Bechtel when he left in 1982 to become secretary of state.
