John Tower’s Nomination

If the allegations regarding John Tower’s personal improprieties are proven to be correct and are of sufficient concern to cause the Senate to disapprove his appointment as secretary of defense, some interesting questions are raised. Were his colleagues in Congress really unaware or unsuspecting before now? If at least suspecting, why not an investigation; or are the requirements for behavior in the part of a senior senator less stringent than for a cabinet officer?
