Fixed-rate home mortgages last week averaged 10.68%, according to a national survey by the Federal Home Loan Mortgage Corp. That was down slightly from a rate of 10.71% the week before, which had been the highest level for fixed-rate mortgages since Aug. 19. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 8.45% last week, up from 8.43% the week before.
