Remembering the Needy in U.S.

I don’t question Gov. George Deukmejian’s motive or sense of moral obligation, as I thought it was a very humanitarian and compassionate gesture to give $100,000 from his campaign funds to the Soviet Armenian earthquake victims (Dec. 13, Part I). However, from a legal standpoint, is the governor permitted to donate campaign fund monies in this way? I thought that there were strict state guidelines for political campaign funds and that they could only be used for election and reelection-related activities.
Even if current law did permit him to donate campaign funds to charitable organizations, wouldn’t such monies still have to be used only for people who lived within the borders of the United States.
