Not enough money, too much work, uncertainty about changing public policy, prison overcrowding and lack of coordination among various agencies were some of the problems highlighted in a state attorney general’s report on “Coordinating Justice in California.” Subtitled, “There Ought to Be a Law About It,” the report summarized the results of a statewide survey to identify problems facing the justice system and to identify possible solutions. Prepared by Malcolm Davies, a visiting scholar at UC Davis Law School, the report suggested such answers as developing new sentencing alternatives--including electronic surveillance and home confinement.
