2 Brothers Flee to West

WEST BERLIN — Two East German brothers clambered over the Berlin Wall and reached the West unscathed early Tuesday, police reported. They said East German border guards spotted the two men--a 28-year-old technician and a 26-year-old pipefitter--but did not open fire.
