China said that a Dutch woman broke the law by being at the scene of a Tibetan demonstration during which Chinese police shot her in the arm. Meindersma was also accused of violating customs regulations by bringing into Lhasa a banned book by the Dalai Lama, Tibet’s exiled former leader. However, authorities in Beijing said she was free to leave China.
