In the latest outbreak of inter-agency fighting over combatting illicit drugs, the State Department’s top narcotics official has complained that the department is “being held to a higher standard” than other agencies involved in the drug fight. Specifically, Ann B. Wrobleski, assistant secretary of state for international narcotics matters, objected to the Administration’s approach in auditing her department’s fight against drug cultivation in foreign countries. In a letter to Associate Atty. Gen. Francis A. Keating II, who heads the enforcement coordinating group of the National Drug Policy Board, Wrobleski said a board audit held the department accountable for matters beyond its control.
