A radio hot line linking the San Diego and Tijuana police departments for improved communication during emergencies could be in place by Jan. 1, officials said. The announcement came at a joint meeting of the two city councils, the second such meeting intended to foster cooperation between the cities. “Incidents which occur at the border are oftentimes not of one side or another,†San Diego Police Chief Bob Burgreen told the meeting. “We have been handcuffed in our ability to respond efficiently to each other’s problems in the past because of the lack of a hot line.â€
