Proposition P explicitly says all Los Angeles City revenues derived from this project, other than those the Charter earmarks for parks and libraries, “are permanently and continuously appropriated for the exclusive purpose of hiring additional uniformed police patrol officers.” Based on project production estimates, up to an additional $120 million over its life could be available to fund as many as 100 additional police officers.
Proposition P also imposes a 7% per barrel fee on oil produced from this project to fund Fire Department and City Attorney toxic waste enforcement efforts.
