Fox Broadcasting Co.’s “21 Jump Street” has received a Presidential Citation for Excellence in tackling such subjects as teen-age drug abuse, AIDS, gang violence, runaways, child abuse and pornography. Former executive producer and co-creator Patrick Hasburgh is supposed to accept the citation at a private ceremony at the White House.
