Dr. William F. Capps Jr., a specialist in colon and rectal surgery, will begin a one-year term Oct. 1 as chief of the medical staff at Hoag Memorial Hospital Presbyterian in Newport Beach. Capps, 63, who has been on the medical staff of the 471-bed hospital since 1974, will head a staff of 650 physicians. He will replace Dr. Barry Steele, a general and vascular surgeon, who is completing his term on the rotation. Nurse Carla Harris, 48, who heads Hoag’s new labor delivery and recovery unit, has been chosen president-elect of the Organization for Obstetric, Gynecologic and Neonatal Nurses. The group is a professional organization that has more than 20,000 members nationwide. Her term as president-elect will begin Jan. 1, and she will serve as president the year after.
