Forum Canceled: A forum originally scheduled for today by the Fullerton Constitutional Bicentennial Commission has been canceled because the featured speaker, federal Judge Charles E. Wiggins, is recuperating from open-heart surgery, a commission spokesman said. Ed Paul, chairman of the commission, said Wiggins, a former Orange County congressman, underwent “open-heart surgery about a week ago and won’t be able to make the trip.” Paul said, “He’s coming along well, but not well enough . . . to plan on doing that.”
