A weeklong conference of the Nonaligned Movement opened in Nicosia, Cyprus, with debate focused on a draft document strongly critical of Israel’s occupation of the West Bank and Gaza Strip. Security was strict as senior officials of nearly 100 countries, which consider themselves independent of the superpowers, gathered to prepare for a foreign ministers’ meeting Wednesday. In addition to assailing Israel, the 59-page draft declaration on political issues--which is expected to be heavily amended before final approval--attacked South Africa for its apartheid policy.
