Questions about possible traffic jams, air pollution and damage to sensitive plants are delaying approval of plans for a library to house President Reagan’s White House papers in Ventura County. The Ventura County Environmental Report Review Commission recessed a hearing on the project last week without taking action after concerns were raised by the California Department of Fish and Game, the Sierra Club, Thousand Oaks and others. The commission will meet again this week and could approve construction of the library or order preparation of an environmental impact report. That could take a year or more. The Ronald Reagan Presidential Foundation, which has been raising money for the library, hopes to break ground this fall and complete construction in 1991.
