Baseball Commissioner Peter Ueberroth sent a memorandum to major league club owners stating that he is “totally opposed” to the use of instant replay or other technical devices in officiating major league baseball games.

Ueberroth also said the designated hitter will be used in the All-Star game for the first time next season.

The designated hitter, adopted by the American League before the 1973 season, currently is used in AL ballparks during the World Series but not in NL stadiums. It had been used in alternate years beginning in 1976 before the new arrangement began in 1986.
