Congressional negotiators agreed on a defense budget bill that increases the Pentagon’s role in the anti-drug war but scuttles earlier plans to give the Navy power to arrest drug dealers in international waters. The $300-billion plan also sharply scales back President Reagan’s “Star Wars†anti-missile plan, but includes money to buy thousands of missiles, planes, tanks and other weapons. The bill, which authorizes Pentagon spending for the fiscal year beginning Oct. 1, must now be passed separately by the House and Senate before going to the White House for Reagan’s signature. The bill authorizes the Pentagon to spend $299.5 billion, a figure already approved by Reagan as part of a deficit reduction agreement with Congress.
