California insurance regulators ordered two life insurers to halt operations in the state, pending a hearing July 27 on their solvency. The Department of Insurance questioned the financial health of Kennesaw Life & Accident Insurance Co., based in Atlanta, and Victory Life Insurance Co., based in Topeka, Kan., both members of Victory Financial Group of Delaware. The hearing could result in an order permanently barring the companies from doing business in the state.
