200 Take Citizen’s Oath Beneath Gateway Arch

ST. LOUIS — About 200 immigrants from 42 countries assembled under the Gateway Arch Monday to be sworn in as citizens of the United States. U.S. District Judge Stephen N. Limbaugh told the new Americans: “We do not promise you happiness, but we promise you the pursuit of happiness . . . . We do not promise you peace, but we do promise you liberty.”
