City’s Sweep of Two Downtown Homeless Encampments

It was disturbing to read that because someone didn’t want the homeless hanging around Los Angeles City Hall, the city sanitation department took all of their possessions, carted them off to a dump in the San Fernando Valley and buried them.
That’s just plain mean.
About 50 homeless lost clothing, identification papers and most of what they owned, according to the news article.
Since I work downtown, I occasionally see the homeless on the streets. Their circumstances are very unfortunate.
Is that the only solution the city has for these people--to cause them more misery?
