Less Filling for Muscovites

MOSCOW — The Moscow City Council has decided to open 133 new beer bars and automatic beer dispensers in a softening of the Kremlin anti-alcohol campaign, the weekly Moscow News reported Wednesday.
The plan to extend beer sales in the capital was a step toward a “more balanced approach to the fight against drunkenness and alcoholism,” it said.
Soviet officials say the tough alcohol policy is under review because, although it has brought an improvement in work discipline, it has spawned a vast, illegal home-brewing industry.
