Historians, lawmakers and Jody Powell, former President Jimmy Carter’s White House spokesman, testified to the House subcommittee on national parks and public lands in opposition to the William Center, a proposed 542-acre shopping-residential complex to be built next to the Manassas National Battlefield Park in northern Virginia’s Prince William County. Opponents say the complex will attract too much traffic and encroach on the integrity of the Civil War battlefield. Those who favor the project contend it is good for the local economy.
