“Cagney & Lacey” has been canceled, and “Tour of Duty,” CBS’ first-season drama about life in Vietnam, will reappear on CBS’ fall schedule despite ranking 76th out of 108 prime-time programs this season, The Times has learned. CBS, which postponed revealing its schedule earlier this week amid rumors of last-minute changes by the CBS brass in New York, is slated to reveal its complete prime-time slate at a news conference this morning. CBS News’ “West 57th” and “48 Hours” also are back on the fall prime-time schedule.
