The Justice Department is reviewing claims by Reuters Information Service Inc. that American Telephone & Telegraph Co.’s plans for a joint venture with Telerate Inc. would violate an antitrust court order. Reuters says the venture to allow foreign-exchange traders to trade electronically with each other would violate the consent decree that broke up the Bell system, which prohibits AT&T; from entering the electronic publishing business until August, 1989, at the earliest. Reuters’ parent company, Reuters Holdings PLC, operates an electronic foreign-exchange service similar to the venture planned by AT&T; and Telerate.
