Voters in three communities in mid-North County face June 7 ballot measures designed to help them cope with the rapid growth that is changing the face of the entire region.
In Fallbrook, voters will decide whether to break away from control by the county Board of Supervisors and form a new city. In rural Bonsall, the issue is whether to establish a community services district, the simplest form of home rule, while still remaining unincorporated.
And, in the 25-year-old city of San Marcos, a City Council-sponsored ballot measure calls for increased builder fees to pay for city services.
Each of the communities is in a different stage of civic evolution--as shown in the ballot measures--but all are trying to cope with the same problem: growth.
In a series of reports, beginning today with a look at Fallbrook, The Times explores the debate in each community over its future.
