INF Treaty in Trouble: Senators

The chairman of the Senate Intelligence Committee said today the Soviets have created serious problems for the ratification of the INF Treaty, possibly setting back approval of the historic pact before the Moscow summit.

Sen. David Boren (D-Okla.) and the committee’s ranking Republican, William Cohen of Maine, came out of a closed meeting disappointed with Administration assurances of a resolution to a dispute over on-site inspection. Both said they would recommend to Senate leaders Robert C. Byrd (D-W.Va.) and Bob Dole (R-Kan.) that Senate floor action on the treaty be delayed until the dispute is settled. Byrd had tentatively scheduled action to begin Wednesday.
