Shabbiness in Moscow

I find it regrettable that on the eve of the upcoming summit meeting between President Ronald Reagan and Soviet leader Mikhail Gorbachev, Powers goes on a nitpicking expedition.
We need articles on both sides that help bring about better understanding of the efforts and goals of the two countries. Your own correspondents have indicated that the Soviet press is full of letters regarding the shortcomings in living conditions.
As far as that goes, all the major cities of the world can be nit-picked to pieces, including our own Los Angeles.
