A trade bill veto would play into the hands of foreign governments that conducted massive lobbying against the measure, Sen. Donald Riegle (D-Mich.) said in the Democrats’ weekly radio address. Riegle said the bill would “stop trade cheating by foreign nations†and urged President Reagan to sign it. Reagan has said he will veto the bill because of a plant-closing notification provision. The bill would overhaul the nation’s system for imposing import curbs to retaliate against international trade violations and aid American industries threatened by foreign competition.
