Charles Willis Carr; Disaster Relief Specialist
Charles Willis Carr, 91, a retired national director of disaster relief for the Red Cross who had a town in Puerto Rico named for him. Carr went to work for the Red Cross as a disaster relief worker in 1925, eventually being promoted to director. In 1928, he had a hurricane-demolished community in Arecino, Puerto Rico, rebuilt. The local citizens named the new community Barrio Carr. In Ormond Beach, Fla., on Saturday.
