Talks on Angola Pullout Begin

South Africa, Cuba and Angola today began U.S.-sponsored negotiations aimed at the withdrawal of foreign troops from the civil war in Angola, the U.S. Embassy said.

The British Foreign Office said the nations will also discuss independence for South-West Africa, or Namibia, which South Africa controls. The talks come after an eight-year U.S. effort to secure the withdrawal of 40,000 Cuban troops, sent in 1975 to defend Angola’s Marxist government against pro-Western rebels. Chester A. Crocker, U.S. assistant secretary of state for African affairs, led the U.S. delegation to the negotiations.
