Assemblyman Tom Bane (D-Tujunga), chairman of the Rules Committee, said he is pigeonholing his planned resolution commending embattled Speaker Willie Brown (D-San Francisco) for outstanding leadership. Critics of the proposed resolution argued that it gave Brown, who is engaged in a running power dispute with Democratic dissidents known as the “Gang of Five,†too much credit for legislative accomplishments that he had little to do with. Bane said he did not want the resolution to be interpreted as a vote of confidence in the lower house leader.
