Tibet: Groups Only

China has again tightened restrictions on travel to Tibet after rioting by Buddhist monks there.
U.S. Deputy Assistant Secretary of State J. Stapleton Roy said that only organized tours are being allowed to enter the plateau region. China will reportedly require individual travelers to form groups and hire a guide from one of nine authorized travel agencies in Lhasa.
