Ford Motor Co. increased the sticker price of the Ford Festiva by 1.6% and the Mercury Tracer by 1.3% . . . The Federal Reserve reported that the average yield for one-year T-bills, the most popular index for making changes in adjustable rate home mortgages, fell to 6.92% last week after averaging 7.01% the week before . . . Baker Hughes Inc. of Houston reported that the number of working oil and gas rigs in the United States dropped by 12 this week to total 904. A year ago, the count was 750.
