GIBRALTAR — Socialist Labor leader Joe Bossano, a staunch defender of independence for this British colony, was declared the victor today in local elections. Bossano, who rejects a competing Spanish claim of sovereignty over the fortress colony at its southern tip, received 58% of the votes cast Thursday.
