The first full day of spring brought snow and freezing temperatures to northern and eastern sections of the nation, snarling morning rush-hour. Light snow fell over the Mid-Atlantic states and temperatures from the single digits to below zero chilled the upper Great Lakes and Northeast. A dusting of snow made roads in the nation’s capital slippery, sending dozens of cars sliding out of control but causing no injuries, police said. Maryland State Police declared a snow emergency for the southern half of Prince George’s County, requiring vehicles to have chains or snow tires. Marquette, Mich., was the nation’s coldest spot with a record 15 degrees below zero. Other records included 9 below at Sault Ste. Marie, Mich., 5 below at Alpena, Mich., 7 degrees in Youngstown, Ohio, and 28 degrees in El Paso, Tex.
