Another day of record cold chilled the Southeast, while a winter storm dumped more than a foot of snow in the Rockies, promising a snowy St. Patrick’s Day for the plains. Records were either broken or tied before dawn in 18 cities across Florida, Georgia, South Carolina, Arkansas, Mississippi, Alabama and Louisiana. The overnight low dropped to 23 degrees at Augusta, Ga., 28 at Charleston, S.C., and 44 at Miami.
