Abandoned Girl Found

CHICAGO — A 7-month-old girl wearing a wet snowsuit and no shoes or socks was found alone in a cold, abandoned apartment building, and doctors said she was suffering from hypothermia and frostbitten feet. Her mother, Carolina Starns, 18, was charged with felony child abandonment.
