Gov. George Deukmejian on Thursday proclaimed states of emergency in three counties as a result of the damage caused by wind, rain and coastal flooding from this week’s storm. Los Angeles, Orange and San Diego counties were named in the governor’s declaration, which is a necessary legal prerequisite for federal disaster assistance, according to spokesmen for the governor. Damage from the storm that began on Jan. 17 has so far topped $68 million. It was responsible for the the death of eight people, destroyed part of a pier, damaged homes as well as restaurants and a hotel, and forced scores of beachfront residents to flee coastline areas. Deukmejian also asked the state Office of Emergency Services to coordinate with San Diego officials in assisting farmers who suffered crop damage from the storm.
