Pacific Bell offered to keep residential phone rates stable through 1991 while raising rates to business customers in a proposal to the California Public Utilities Commission. PacBell also proposed a reduction in rates charged to long-distance companies. The San Francisco-based firm’s proposal is in response to a PUC inquiry on the way it regulates local telephone companies.
