Caribbean Community leaders urged Haiti to employ secret ballots and other democratic safeguards in national elections scheduled for Jan. 17, but they said that sanctions would not be imposed on any new government there. The community, a grouping mainly of former British colonies, ended a two-day summit in Barbados on Haiti’s political situation, releasing a communique that Haitian opposition leaders described as “soft” toward their country’s ruling National Government Council. The opposition had hoped that the Caribbean leaders would put strong pressure on the council to change its present election timetable or, failing that, to approve sanctions against Haiti.
