Western Interstate Bancorp, parent company of Citizens Thrift and Loan Assn. in Irvine, reported net income of $125,787 for the third quarter, a 64% increase from the $76,879 posted in the same period of 1986. Net income for the first nine months rose to $325,589 from the $236,297 reported a year ago. Total assets as of Sept. 30 rose to $41.9 million from $30.3 million a year earlier.
