Cape Town police banned all rallies until next year in honor of South Africa’s black nationalist Govan Mbeki, 77, who was freed last month after 23 years in prison. Police earlier banned a rally called to protest a gag order imposed last week on Mbeki. Mbeki’s release had prompted liberal hopes that it foreshadowed the freeing of Nelson Mandela, the African National Congress leader imprisoned with Mbeki in 1964. But in the last five days, authorities have banned a Cape Town rally where Mbeki was to have spoken, barred him from addressing groups of more than 10 people and now have forbidden receptions for Mbeki until after Dec. 31.
