Files of the former U.N. War Crimes Commission were opened to researchers for the first time in more than 40 years. Stored about a mile from U.N. headquarters in New York, they contain the names of nearly 40,000 alleged World War II war criminals, suspects and witnesses. Under new rules issued earlier this month, largely as a result of a campaign by Israel, bona fide researchers as well as governments may study the documents. A U.N. spokesman said that officials from the U.S. Justice Department have begun examining the files.
