“Substance 1987.†New Order. Qwest. This respected if somewhat anonymous British band at times sounds as much like disciples of Giorgio Moroder’s techno-pop as descendants of Joy Division’s haunting dreamscapes. To a casual fan, this two-disc collection of singles provides all the New Order dance-oriented music one would want to hear. (The finest of the group’s more moody album tracks, such as “Elegia†and “Your Silent Face,†aren’t represented here.) However, the way the band takes full advantage of CD time capabilities should delight its most devoted followers: One disc runs 74 minutes, the second (various B sides not found on the vinyl version of the album) 72 minutes. Another bonus: You should be able to find the set at a modified budget price. One chain is selling it for $19.99. ***
