The Federal Communications Commission cleared the way for General Electric Co., which owns NBC, to buy Miami television station WTVJ even though the city already has an NBC affiliate . . . Los Angeles-based National Medical Enterprises announced plans to construct six facilities--two psychiatric hospitals, two replacement hospitals and two residential treatment centers--at a cost of $36.3 million and will also expand seven psychiatric hospitals at a cost of $26.4 million . . .
